Project 1A, Tan Van - Nhon Trach section of Ring Road 3, with total capital of VND 5,300 billion, is expected to start in the first quarter of 2022, helping increase connection between Ho Chi Minh City, Dong Nai and Binh Duong.

On November 25 afternoon, Mr. Tran Van Thi, Director of My Thuan Project Management Board (the agency acts on behalf of the Ministry of Transport to manage the project), said that the project design documents had been approved. This agency was waiting for the sponsor to review and approve the bidding documents expected to be released in December this year, the project will be commenced early next year.

Project 1A connects from provincial road 25B (Dong Nai) to Ho Chi Minh City - Long Thanh - Dau Giay expressway. Fund for the project implementation comes from the Official Development Assistance (ODA) loan of the Korea’s Economic Development Cooperation Fund (EDCF) and domestic counterpart funds. Previously, the work was scheduled to commence in 2021, but many tasks need to be approved by the sponsor.

In the first phase, the project will make a road 20-26 m wide for 6 lanes, with a speed of 80 km/h. When completed, the route will help shorten the journey from Nhon Trach, Dong Nai to Ho Chi Minh City and Binh Duong; facilitate the transportation of goods and passengers...

Belt 3 Ho Chi Minh City is more than 90 km long, runs through Ho Chi Minh City, Binh Duong, Dong Nai and Long An, divided into 4 large sections: Tan Van - Binh Chuan, Tan Van - Nhon Trach, Binh Chuan - National Highway 22 and National Highway 22 - Ben Luc. In which, the section of Tan Van - Binh Chuan (part of My Phuoc - Tan Van road in Binh Duong province) is 16 km long and has been completed.

In addition to 1A project invested with ODA capital, the remaining unclosed parts of Ring Road 3 have been reported for pre-feasibility study by My Thuan Project Management Board. According to the research, when completed, the route will have 8 fast lanes, with the speed of 100 km/h and parallel roads on both sides.

Recently, Ho Chi Minh City, Binh Duong, Dong Nai and Long An assessed that it was necessary to soon build this route. However, investment in the form of public-private partnership (PPP), BOT contract (build - operate - transfer) and use of the local budget for site clearance would be difficult and impossible to implement for 2021-2026 period. The implementation in the form of BOT was also difficult to attract investors, not feasible...

4 provinces and cities unanimously proposed to the Central Government to allocate budget from the Socio-Economic Recovery and Development Program, with total capital of more than VND 83,000 billion to invest in the project. In case the central budget is not enough, the site clearance can be supported separately, while the construction and installation are done by the locality.
